POGUE, Judge.

Plaintiff, Sherri N. Boynton ("Boynton") moves for rehearing, claiming that the Defendant's failure to consider, in prior proceedings, certain judgments that Boynton obtained against various importers renders these proceedings fundamentally unfair.
