Plaintiffs, William G. Boles and Sandra R. Boles, filed the above-captioned case against Defendants, the U.S. Department of the Interior, the Federal Fish and Wildlife Service ("FWS"), and Harris Neck Wildlife Refuge, over a property dispute between the parties.
