On or about August 3, 2005, at approximately 3:30 p.m., Charles Donald Turnage, III, a state trooper assigned to Troop E in Alexandria, was advised by his supervisor, Sergeant J.D. Aliphant, that their office had been contacted by a narcotics officer with Louisiana State Police Troop G in Shreveport. According to the Shreveport officers, Kevin Bounds had been stopped for a traffic violation in Homer, Louisiana...
