The plaintiff/appellant, Christopher Cornelius ("Officer Cornelius"), a nine-year veteran of the New Orleans Police Department ("NOPD"), appeals from two consolidated cases wherein he received two suspensions totaling eight days. After reviewing the record and applicable law, we reverse the New Orleans Civil Service Commission ("CSC"), set aside the penalties levied by it, and direct that a letter of reprimand for the 25 September 2005 incident...
