Jalal Abu Hamdan sought withholding of removal, 8 U.S.C. § 1231(b)(3)(A), and protection under the Convention Against Torture (CAT), 8 C.F.R. §§ 1208.16, 1208.18, claiming that he suffered past persecution when he lived in the Israeli-occupied West Bank from 1994 until 1997, and that he would likely be persecuted if he returned there today.
