The petitioner, Vance Johnson, appeals1 from the judgment of the habeas court denying his second petition for a writ of habeas corpus. In this appeal, the petitioner claims that the habeas court improperly rejected his claims that: (1) the retroactive application by the respondent, the commissioner of correction, of this court's decision in Harris v. Commissioner of Correction, 271 Conn. 808
