The dispositive issue in this housing appeal is whether the trial court abused its discretion in denying the defendant Thelma Goodwin1 an evidentiary hearing on her motion to open a stipulated judgment that she had entered into one month earlier with the plaintiff, the housing authority of the city of New Haven. Because we resolve that issue in the affirmative, we reverse the judgment of the trial court.
