Appellant Serar Ahmed Abdullahi, a naturalized Somali refugee, sent money to individuals in his native country through an informal money transfer practice known as a "hawala." Abdullahi operated a hawala in Kansas City, Missouri, without a state or federal license. After pleading guilty to one count of operating an unlicensed money transmitting business, Abdullahi was sentenced to forty-one months of incarceration followed by a two year term...
