¶ 1 Benito J. Mendoza appeals the trial court's dismissal of a personal injury claim arising from injuries he allegedly sustained while working within the territory of Fort Lewis. The trial court dismissed the claim for lack of subject-matter jurisdiction because the injury occurred on a federal enclave.
