[¶ 1] On our own motion, we consolidated the two above-captioned appeals for purposes of their disposition.

[¶ 2] On March 17, 2000, Appellant, Raymond Dean Brown (Brown), was adjudged guilty of the crime of operating an unlawful clandestine laboratory operation and misdemeanor possession of a controlled substance, after he entered nolo contendere pleas to those offenses.
