George W. Williams was originally sentenced prior to the issuance of United States v. Booker,1 under a mandatory Sentencing Guidelines regime. In a prior appeal, this court held that certain factors did not justify an upward departure from the mandatory Guidelines range. On remand, after Booker was decided, the district court imposed a non-Guidelines sentence greater than the advisory Guidelines range...
