CROTHERS, Justice.

[¶ 1] Jason Grosgebauer appeals the district court's judgment affirming a North Dakota Department of Transportation decision revoking Grosgebauer's driving privileges for three years because he refused a blood test. We conclude the Department's findings that Grosgebauer refused chemical testing and failed to cure the refusal are supported by a preponderance of the evidence. We affirm.
