Howard University appeals from the judgment of the district court affirming an arbitration award in favor of the union that represents the campus police. Howard claims the arbitrator did not have jurisdiction to resolve the dispute and, by excluding certain evidence relevant to the merits, made an error so egregious as to constitute "misconduct."
