Donna L. Gibbs petitions pro se for review of an adjudication of the Department of Public Welfare (Department) revoking her registration certificate to operate a family child day care home.1 In this appeal, we must determine whether the facts as found by the Department support the legal conclusion that the certificate was properly revoked.
