Defendants, the Ouachita Parish Police Jury, the City of Monroe and the City of West Monroe, enacted ordinances which essentially granted a single private ambulance provider the sole license to provide ambulance services in their respective jurisdictions. Plaintiffs, Med Life Emergency Services Inc., et al., filed this suit seeking a declaratory judgment that the ordinances are unlawful.
