Opinion by Justice WHITTINGTON.

The trial judge denied the City of Dallas's plea to the jurisdiction. The City appeals, alleging appellee Kenneth Watts failed to satisfy the jurisdictional prerequisites to filing suit. We affirm the trial court's denial of the City's plea.
