Petitioner, Robert Kelley, was convicted by a jury in the Circuit Court for Washington County on three counts of felony theft—theft of property having a value of $500 or more. See Maryland Code, § 7-104(g) of the Criminal Law Article (CL). The maximum penalty prescribed for felony theft is imprisonment for fifteen years and a fine of $25,000.
