Noe Gustavo Chavez Loya ("Loya") was indicted on one count of knowingly and intentionally possessing "list I chemicals [ephedrine and pseudoephedrine], knowing and having reasonable cause to believe the list I chemicals would be used to manufacture. . . methamphetamine."
