The immigration authorities believe that Carlos Garcia-Meza has committed a "crime of moral turpitude" that warrants his removal from this. country. See 8 U.S.C. § 1227(a)(2)(A)(i)(I). Garcia-Meza, a native and citizen of Mexico, has been a lawful permanent" resident of the United States since 2001.
