[¶ 1] Richard Douglass sought review in the district court of a decision by the Wyoming Department of Transportation (WYDOT) denying him a salary increase. After allowing him the opportunity to show why his petition for review should not be dismissed for late filing, the district court dismissed the petition for lack of jurisdiction.
