The Plaintiff, Peter Simmons, appeals a workers' compensation judgment denying his claim against the Defendant, the Parish of Jefferson, for temporary, total disability, supplemental earnings benefits, penalties and attorneys' fees. We reverse the judgment and remand for a new trial.
