In this case, we approve Highlands County's formula for calculating its special service charge for responding to extensive public records requests. We hold that the cost of labor, which is the statutorily prescribed basis for the charge, may include both salary and benefits. Accordingly, the circuit court's ruling to the contrary is reversed.
