In a single issue, Dallas County argues the trial court abused its discretion by denying its Plea to the Jurisdiction and Motion to Dismiss based on section 89.0041 of the local government code because Cayce Coskey failed to deliver written notice of her suit by certified or registered mail as required by the statute.
