The Pennsylvania Department of Transportation, Bureau of Driver Licensing (PennDOT) appeals an order of the Court of Common Pleas of Washington County (trial court) that sustained the appeal of Charles Allen Reardon (Licensee) and rescinded PennDOT's cancellation of Licensee's driver's license.
