Jenkins appeals an order dismissing his complaint for writ of mandamus. He argues that the lower court erred in dismissing his complaint because it demonstrated a prima facie case for relief. He also argues that the lower court erred in imposing a lien on his inmate trust account because this action was a collateral criminal proceeding exempt from such liens. We reverse the dismissal order and remand with instructions...
