This is a civil rights action brought by Plaintiff Kerrie W. Briggs ("Briggs") against her former employer, Defendant Gary W. Waters ("Waters"), and, on the theory of successor liability, against Defendants William O. Watson, in his official capacity as Sheriff of the City of Portsmouth, and the City of Portsmouth Sheriff's Office.
