LANSING, Judge.

Sidney David Dopp appeals the dismissal of his petition for a writ of habeas corpus. He contends that the district court erred in holding that the individual who conducted a psychological examination of Dopp in anticipation of his parole hearing was not required to be licensed, and in concluding that Idaho Code § 20-223 did not create a right that Dopp could enforce. We affirm.
