This case concerns the second Title VII suit brought by Gul Roney, of Indian descent, against his former employer, the Illinois Department of Transportation ("IDOT"). In the first suit, filed in 1995, a jury found that Roney had not been the subject of unlawful retaliation by IDOT. We affirmed that verdict in Roney v.
