In these two cases, we consider motions by two prisoners for leave to file appeals in forma pauperis. The Prison Litigation Reform Act requires that we deny their motions if on three or more occasions they have brought an action or appeal in federal court that was "dismissed on the grounds that it is frivolous, malicious, or fails to state a claim upon which relief may be granted...
