Judy Jordan and Ellen Wilburn, classified employees of the Department of Information and Technology of the City of Atlanta (the "City"), lost their jobs pursuant to a City reduction-in-force ("RIF") ordinance, which Jordan and Wilburn claim was not properly followed.
