¶ 1 Arizona Revised Statutes ("A.R.S.") § 13-604 (Supp.2004) subjects a criminal defendant who has a "prior historical felony conviction" to enhanced sentences. See A.R.S. § 13-604(W)(2) (defining "prior historical felony conviction"). If the prior conviction occurred "in any court outside the jurisdiction of this state," it is treated as a prior historical felony conviction only if it involves "an offense...
