Appellant challenges the district court's order vacating a county board's resolution establishing a cartway over respondent's land, arguing that the district court erred in holding that (1) the county board acted under an erroneous theory of law that it did not have authority to establish the cartway across a state wildlife-management area and (2) the county board acted against the public's best interests.
