INTRODUCTION

Defendant-Appellant George Reff Sr. challenges his conviction for "First Degree Murder on a Government Reservation." The primary issue on appeal is whether the Government sufficiently proved that Reff was "[w]ithin the special maritime and territorial jurisdiction of the United States" when he committed the murder. See 18 U.S.C. § 1111(b).
