Kendrick Fitzgerald Proctor ("Proctor") was convicted by a jury of theft of a firearm, possession of a stolen firearm, and felon in possession of a firearm. He appeals these convictions, arguing that the indictment should have been dismissed based on unnecessary delay and that the district court's admission of a 911 tape-recording violated his right of confrontation under Crawford v. Washington,
