In this appeal, Terrell Taylor challenges the district court's determination that the Government satisfied the Due Process Clause in notifying him of the administrative forfeiture of $13,000, seized from Taylor upon his arrest for serious drug crimes. Because on this record the Government has failed to meet its burden to show that its notice was "reasonably calculated, under all the circumstances, to apprise" Taylor of the forfeiture...
