The Texas Whistleblower Act prohibits state and local government employers from taking adverse personnel actions against employees who, in good faith, report violations of law to an appropriate law enforcement authority. TEX. GOV'T CODE §§ 554.001-554.010.1 We must determine what qualifies as an "adverse" personnel action, as the Act provides no definition. See id...
