BURDICK, Justice.

Respondent, Board of Ada County Commissioners (the Board), denied William F. Koeppen's application for medical indigency benefits. Appellant, Mercy Medical Center (Mercy), filed a Petition for Review with the district court. The district court dismissed this petition as untimely, and Mercy now appeals that decision. We reverse and remand for further proceedings.
