The Philadelphia Housing Authority ("PHA") appeals from jury verdicts in favor of plaintiffs Edward Marra and Albert DiGravio on their claims for unlawful retaliation under the Pennsylvania Human Relations Act ("PHRA"), 43 P.S. §§ 951-963.
