Solar and Ace American Insurance Company (collectively employer) appeal a decision by the Workers' Compensation Commission finding that: (1) claimant's short and long-term disability payments from an independent source did not constitute an increase in earnings which required reporting pursuant to Code § 65.2-712; and (2) employer was not entitled to receive a credit for such disability payments.
