On November 21, 2003, plaintiff Lourdes Torres Rios ("Torres" or the "plaintiff"), filed this complaint on behalf of her deceased son Eduardo Hernandez Torres ("Hernandez") pursuant to 42 U.S.C. § 1983 as well as supplemental state law claims (Docket No. 1).
