Petitioner, Xianrong Lin, appearing pro se, has filed a petition for a writ of mandamus directing the United States Citizenship and Immigration Services ("CIS") to render a decision on his application for citizenship. Lin, a citizen of China, alleges that he has met all of the requirements for naturalization except completion of his background check by the Federal Bureau of Investigation ("FBI")....
