This appeal arises from an order of the Pulaski County Circuit Court ordering certain e-mails to be released because they constitute "public records" under the Arkansas Freedom of Information Act (FOIA), codified at Ark.Code Ann. 25-19-101 et seq. (Supp.2005). On appeal, Pulaski County argues that the circuit court erred by failing to follow the mandate issued by this court after we remanded the case on July 20, 2007, for an in camera review...
