In this appeal, the appellant, the City of Pine Bluff ("the City"), and the appellee, Jefferson County ("the County"), ask our court to decide what is meant by the phrase "prisoners of municipalities," a term found in Ark.Code Ann. § 12-41-506(a)(1) (Repl.2003).
