MARSHALL, C.J.
Title 42 U.S.C. § 1988(b) (2006) provides in part that a court may, in its discretion, award attorney's fees to a "prevailing party," other than the United States, in a proceeding to enforce a provision of 42 U.S.C. § 1983 (2006).
