¶ 1 The cities of Medina, Clyde Hill, and the town of Yarrow Point (the Cities) are among at least 18 cities and towns that operate their municipal courts in a neighboring city pursuant to an interlocal agreement.1 Between 2000 and 2005, the Cities in these consolidated cases processed 11,814 cases through court facilities provided by the city of Kirkland.2
