INTRODUCTION

Real parties in interest the City of Long Beach (the City) and its city attorney, Robert E. Shannon, sought records from petitioner the Los Angeles Unified School District (LAUSD) relating to a school construction project. When LAUSD refused to release the records, the trial court issued an order compelling the production of documents under the California Public Records Act (CPRA, or the Act). (Gov. Code, § 6250 et seq.)
