Jairo Presiado, an inmate, filed suit in forma pauperis against TDCJ employees Helen Sheffield, Fernando Briseno, Steven Neal, Howard Neil, and Lloyd Massey. Presiado's suit related to the confiscation and destruction of his personal property and his transfer to a "Gang Pod."
