E.L.D. (Stepfather) appeals the district court's denial of his petition for stepparent adoption of two minor children, G.L.V. and M.J.V.T.J.D. (Mother) consented to the adoption, but T.L.V. (Father) did not consent. Stepfather asked the district court to grant the adoption without Father's consent pursuant to K.S.A.2006 Supp. 59-2136(d), alleging Father had failed or refused to assume the duties of a parent for 2 consecutive years preceding the filing...
