I. INTRODUCTION

The City of North Pole terminated Sergeant Mark Jurgens from the North Pole Police Department after a pre-termination review board concluded that he had engaged in conduct amounting to hostile work environment sexual harassment.1 Jurgens appealed and the superior court affirmed.
