The City of San Antonio appeals the trial court's summary judgment which declares that the regulations in effect at the time a 1971 subdivision plat was filed control the development of certain property. The City generally contends that the trial court erred in granting the motion for summary judgment filed by En Seguido and asserts: (1) En Seguido did not have vested rights to rely on the regulations...
